Maryann O'Donnell McCoy, ESQ

Maryann O'Donnell McCoy, Esq. has extensive litigation experience in cases involving personal injury, property damage, premises liability, Title 59, employment practice, directors and officers’ liability, coverage, PIP and UIM/UM, municipal work, wills and estates, and commercial and residential real estate transactions. She has extensive trial experience, especially in insurance defense matters where she has secured favorable verdicts on behalf of the firm’s clients. She is the former Municipal Prosecutor of the Joint Court of Madison for Madison Borough, Chatham Borough, Harding Township, and the Shared Services Court of Washington Township (Morris County), Mendham Borough, and Califon Borough (Hunterdon County).

She is admitted to practice in New Jersey and New York, and the United States District Court (Eastern and Southern District of New York, District of New Jersey). She is a Certified Civil Trial Attorney by The Supreme Court of New Jersey, 2024.

KAREN M. BUERLE, ESQ
Managing Attorney
Karen M. Buerle, Esq., has extensive trial experience in property, casualty, and personal lines involving complex insurance coverage issues with high dollar exposures, automobile negligence, UM/UIM, PIP, commercial automobile cases including taxi and limousine defense and medical transportation issues, premises and commercial liability, construction accidents, medical and legal malpractice, and contract review and interpretation. She also has an extensive municipal entity defense practice, serving as counsel and lead trial counsel for various towns, counties, and Joint Insurance Funds in matters involving Title 59, LAD, CEPA, civil rights, employment, and wrongful discharge, and State and Federal Constitution claims, including §1983. Additionally, she has been retained by municipal entities in anticipation of litigation in an investigative capacity, including interviewing witnesses and ultimately evaluating claims to determine potential exposure.
She is admitted to practice in New Jersey (1981), the United States District Court, District of New Jersey (1981), the United States Supreme Court (1986), and the United States Court of Appeals, Third Circuit (2005).

KAREN L. KUEBLER, ESQ
Attorney
Karen L. Kuebler, Esq., has extensive trial experience as in-house defense counsel and plaintiff's counsel in the areas of automobile negligence, commercial liability, and premises liability. She retired as house counsel from Liberty Mutual Insurance Company in 2014 where she headed the Hudson County Unit and joined OMB in January 2015.
She has lectured at an ICLE approved seminar on charity care and was an adjunct professor at Fairleigh Dickinson University where she taught civil litigation.
Prior to law school, she was a claims adjuster for Prudential insurance Company for five years.
She is admitted to practice in New Jersey (1987) and the United States District Court, District of New Jersey (1987).

Elizabeth D. Seitz, Esq. has extensive experience in the area of civil defense litigation in automobile, property and casualty insurance claims. Prior to joining OMB, Elizabeth defended property and employment claims on behalf of insured public entities and advocated on the plaintiff’s side in employment and commercial disputes.
She is admitted to practice in the State of New Jersey (2006), the United States District Court, District of New Jersey (2006), and the Commonwealth of Pennsylvania (2006).

Jake T. O’Donnell, Esq
Attorney
Jake T. O'Donnell, Esq. is an accomplished attorney with a diverse legal background and a strong commitment to justice. With a focus on civil litigation, criminal law, and education law, he brings a unique blend of experience and expertise to every case.

He earned his Juris Doctor degree with honors from Temple University Beasley School of Law. At Temple, exceptional academic aptitude earned him the position as an editor of the prestigious Temple Law Review. He also participated in Temple’s renowned Integrated Trial Advocacy Program and held a leadership position in the School Discipline Advocacy Service representing Philadelphia high school and elementary school students in expulsion hearings.

After graduating law school, he was hired by the Federal Community Defender Office for the Eastern District of Pennsylvania, making him the first attorney in their esteemed history to be hired directly from law school. Throughout his tenure at the Federal Community Defender Office, he worked alongside many of the most accomplished criminal defense attorneys in the nation to hone his legal research, writing, and advocacy skills. Working in a fast-paced and high-pressure environment, he developed a keen understanding of the criminal justice system and the constitutional rights that underpin it. He is adept at analyzing complex legal issues, synthesizing information, and effectively presenting arguments to support the best interests of his clients.

His passion for education law stems from his upbringing in a family of educators and a strong belief in ensuring equal access to quality public education. Educated in a public school from kindergarten through law school, Mr. O’Donnell experienced the benefits of public education and is a passionate advocate for ensuring that every individual has access to free and appropriate public education. Mr. O’Donnell is a member of New Jersey Special Education Practitioners (NJSEP).
